Natural Resources

Our natural resource services include wetland and waterway delineations, stream and hydrologic evaluations, jurisdictional determinations (JDs), state surface waters determinations (SSWDs), construction access reviews, habitat and functional assessments, threatened and endangered (T&E) species surveys, forest stand delineations (FSD) and conservation plans (FCP), water quality monitoring, habitat management, and comprehensive natural resource inventories. SEEP provides these services with a hands-on, technical approach to support informed project planning and regulatory compliance. 

Permitting

SEEP’s services include obtaining Clean Water Act (CWA) Section 404/401 and Rivers and Harbors Act (RHA) Section 10 permits for impacts to wetlands, streams, and other waters, state and local environmental permits, and construction stormwater discharge permits. We also provide buffer compliance and water quality impact assessments (WQIA), Certificate of Public Convenience and Necessity (CPCN) support, environmental constraints review and mapping, and National Environmental Policy Act (NEPA) documentation to support informed project planning. In addition to environmental permitting, we can assist with Department of Transportation (DOT) permits, railroad crossing permits, and utility coordination. SEEP prepares complete, defensible permit applications, facilitates agency coordination and responses, and assists with permit modifications, amendments, and compliance conditions to keep projects moving forward.  

Environmental Compliance

Our compliance services include stormwater management and erosion and sediment control support, construction-phase inspections, and best management practice (BMP) performance and mitigation/vegetation monitoring to verify compliance throughout project implementation. We provide Stormwater Pollution Prevention Plan (SWPPP) review, compliance tracking, and plan conformance assessments consistent with the Virginia Stormwater Management Handbook (VSMH), along with pre-construction compliance reviews and defensible documentation packages for regulatory submittals. SEEP also delivers National Pollutant Discharge Elimination System (NPDES) and state compliance support, including permit interpretation and guidance, discharge monitoring oversight, and coordination for agency inspections, permit renewals, and permit modifications.
